중동 (MIDDLE EAST)

 

1.  사우디 아람코의 마르잔 유전개발 프로젝트 중 해상시설 패키지 2번과 3번

[Saudi Arabia] Marjan Oil Field Development Offshore Package #2 & #3

▶Capacity: #2 Package (Offshore Facilities) & #3 Package (Water Injection)

▶Amount: #2 Package (U$ 1,000 Mill.) & #3 Package ($1,500 Mill.)

▶Status:

-The bid for Package #2 was submitted by Saipem/HHI, McDermott, L&T/Subsea 7, Sapura, COOEC & NPCC on 24/2/2019.

-McDermott submitted the lowest price for Package #2, however L&T/Subsea 7 is in front to win, as of 20/3/2019.

-For the package #3 for Water Injection, Saipem was awarded an EPC contract ($1.5B) in Jan. 2019.

 

아람코가 발주하는 마르잔(Marjan) 유전개발 프로젝트 중 패키지 2번의 해상시설 입찰에서는 맥더모트가 최저가를 제출하였으나, 2위로 응찰한 L&T/서브시7의 컨소시엄이 수주 경쟁에서 우위에 있는 것으로 지난 3월 20일 알려졌다. 이번 패키지 2번은 해상시설을 마르잔 유전 단지에 건설하는 10억 달러 규모의 사업이다. 한편, 패키지 3번에 해당하는 해상 물주입시설 입찰에서는 사이펨(Saipme)이 맥더모트, 다이나믹스, L&T, NPCC 등의 경쟁을 제치고 지난 1월 15억 달러에 수주했다.

2.  이집트 엘나스르화학회사의 아인소크나 비료공장 프로젝트

▶Location: Ain El Sokhna, Egypt

▶Capacity: 440,000 T/Y of Ammonia, 380,000 T/Y of Urea and 300,000 T/Y of Calcium Ammonium Nitrate

▶Amount: U$ 1,000 Mill.

▶Status:

-Thyssenkrupp in a consortium with Petrojet was awarded an EPC contract on 17/3/2019.

-It is expected to go into operation in 2022.

 

이집트의 화학 및 비료 제조업체인 엘나스르화학회사(NCIC: El Nasr Company for Intermediate Chemicals)가 발주한 아인소크나(Ain Sokhna) 비료공장 프로젝트의 EPC를 독일 티센크룹(Thyssenkrupp)과 현지 페트로젯(Petrojet)의 컨소시엄이 지난 3월 17일 수주했다. 이 연산 44만 톤의 암모니아, 38만 톤의 요소, 30만 톤의 CAN 등을 생산하는 비료공장을 아인소크나에 건설하는 10억 달러 규모의 사업으로 2002년 운전을 목표로 하고 있다.

 

3.  코트디부아르 글로벨레그의 아지토 가스발전소 4단계 확장 프로젝트

▶Owner: Azito Energie SA (A subsidiary of Globeleq)

▶Location: near Abidjan, Côte d’Ivoire

▶Capacity: 280MW

▶Amount: U$ 120 Mill.

▶Status:

-Azito Energie has signed an amended Concession Agreement with the government on 7/3/2019.

-In 2018, ACS Cobra was awarded an EPC contract by defeating GE.

-The Azito Phase IV expansion is expected to reach financial close in June 2019.

영국 글로벨레그(Globeleq)의 자회사인 아지토 에너지(Azito Energie)는 아지토 가스발전소 4단계 확장 프로젝트와 관련하여 코트디부아르 정부 측과 지난 3월 7일 양허계약(Concession Agreement)를 체결했다. 이 프로젝트는 기존의 아지토 가스발전소에 280MW를 추가하는 사업으로 완공 후에는 총 발전용량은 700MW로 늘어나게 된다. 2018년도 말에 실시된 입찰에서는 스페인의 ACS코브라가 GE를 제치고 수주한 바 있으며, 파이낸싱은 2019년 6월에 완료될 예정이다.

4.  스리랑카 어코드그룹과 오만석유가스부의 함반토타 정유공장 프로젝트

▶Location: Mirijjawila Export Processing Zone, Hambantota, Sri Lanka

▶Capacity: 200,000 B/D

▶Amount: U$ 3,850 Mill.

▶Status:

-India’s Accord Group and Oman’s Ministry of Oil & Gas have signed a deal to build a refinery on 19/3/2019.

-Construction of oil storage tanks is expected to begin on March 24, 2019.

-The joint venture plans to invest $1.89 billion in share capital and $1.96 billion via loans.

-Oman Trading International is willing to supply the entire feedstock and market for its refined oil products.

 

인도의 어코드그룹과 오만의 석유가스부는 38.5억 달러를 투자하여 신규 정유공장을 함반토타(Hambantota) 국제항 근처에 건설하기로하는 약정서를 지난 3월 19일에 체결했다. 그동안 스리랑카의 모든 투자를 독점해온 중국에게는 도전이 되고 있는 것으로 알려지고 있다. 반면에 인도는 중국이 스리랑카에 군사기지를 건설하려 하고 있다고 우려하고 있다. 이 프로젝트는 일산 20만 배럴의 신규 정유공장을 스리랑카 남부 해안의 함반토타 국제항에 위치한 미리자윌라 수출가공공단(Mirijjawila Export Processing Zone)에 건설하는 38.5억 달러 규모의 사업이다. 1단계로 원유저장시설에 대한 건설공사는 3월 24일에 시작될 에정이며, 전체 공사기간은 44개월이다. 발주처의 지분은 어코드그룹이 70%, 오만 석유가스부가 나머지 30%로 나누어져 있으며, 전체 정유공장 투자비 중 18.9억 달러는 자본금으로, 19.6억 달러는 대출로 충당할 계획이다. 아울러 오만의 국영 OTI(Oman Trading International)가 전체 원유를 공급하며 가솔린과 같은 정유제품의 판매도 맡을 예정이다.

 

5.  대만 CPC의 타오위안 LNG터미널 프로젝트

▶Capacity: Phase 1 for 3,000,000T/Y (Phase 2 for 3,000,000 T/Y)

▶Status:

-CPC could start building its third LNG import terminal by the middle of 2019, said on 12/3/2019.

-It is scheduled for completion in 2023.

-Osaka Gas Engineering was awarded a Contract for Consulting Service on 17/5/2018.

 

대만의 국영석유화학회사인 CPC는 타오위안(Taoyuan) LNG터미널 프로젝트의 건설공사를 오는 2019년 중순에 시작한다고 지난 3월 12일 밝혔다. 이 프로젝트는 1단계로 연간 3백만 톤의 LNG터미널을 타오위안의 관탕(Guantang) 산업단지에 건설하는 9억 달러 규모의 사업이며 2023년 완공을 목표로 하고 있다. 일본의 오사카가스엔지니어링(Osaka Gas Engineering)이 컨설팅업무를 맡고 있다.

6.  멕시코 페멕스의 도스보카스 신규 정유공장 프로젝트

▶Capacity: 340,000 B/D

▶Amount: U$ 8,000 Mill.

▶Status:

-Pemex invited four firms to bid on the construction of an $8 billion refinery on 18/3/2019.

-The companies are Bechtel/Techint consortium; WorleyParsons/Jacobs consortium, Technip and KBR.

-The environmental, topographical, geotechnical, hydrological and social studies have been completed.

 

페멕스가 패스트트랙으로 추진하고 있는 도스보카스(Dos Bocas) 신규 정유공장 프로젝트의 입찰에 벡텔/테친트(Bechtel/Techint)컨소시엄, 월리파슨스/제이콥스(WorleyParsons/Jacobs) 컨소시엄, 테크닙FMC, KBR 등 4개 팀이 지난 3월 18일 초청받았다. 이 프로젝트는 가솔린 생산을 최대화하기 위해 17개 시설과 93기의 저장탱크로 구성된 일산 34만 배럴의 신규 정유공장을 타바스코(Tabasco) 주의 도스보카스(Dos Bocas) 항에 건설하는 80억 달러 규모의 사업이다.

 

7.  멕시코 에너르AB의 키레이 열병합발전소 프로젝트

-Posco E&C was awarded an EPC contract on 6/3/2019.

-The project is scheduled to complete the construction in 24 months from its commencement date.

 

멕시코 에너르AB가 발주한 키레이 열병합발전소 프로젝트의 EPC를 포스코건설이 지난 3월 6일 수주했다. 이 프로젝트는 지역 내 막넬렉(Magnelec) 화학공장에 전기를 공급하기 위한 100MW급 열병합발전소를 코아우일라 주에 건설하는1억 달러 규모의 사업이다. 공사기간은 2년이다.

유럽 (EUROPE)

8.  노르웨이 이퀴노르의 요한 스베르드럽 유전개발 2단계 프로젝트 중 SPS 패키지

▶Status:

-TechnipFMC was awarded an EPC contract on 21/3/2019.

-The steel jacket to be delivered by the spring of 2021 is expected to weigh a little over 12,300 tonnes.

 

노르웨이의 국영 석유 가스기업인 이퀴노르(Equinor)가 발주하는 요한 스베르드럽 유전개발 2단계 프로젝트 중 SPS(Subsea Production System) 패키지의 EPC를 테크닙FMC가 3월 21일 수주했다. 이 패키지는 통합 템플레이트 구조물, 매니폴드, 타이인, 제어장치 등으로 구성된 해저생산시스템을 건설하는 2억 달러 규모의 사업이다.

 

9.  영국 드랙스파워의 밀브룩 가스발전소 프로젝트

▶Owner: Drax Power

▶Location: Bedfordshire County in England, UK

▶Capacity: 299MW OCGT

▶Amount: U$ 120 Mill.

▶Status:

-Drax Power has secured approval from the UK BEIS on 14/3/2019.

-The project is expected to to generate power as early as 2022.

 

드랙스파워(Drax Power)가 추진하는 밀브룩(Millbrook) 가스발전소 프로젝트가 지난 3월 14일 영국 기업에너지산업전략부(BEIS)로부터 사업승인을 받았다. 이 프로젝트는 299MW급 개방사이클 가스터빈 (OCGT) 발전소를 잉글랜드의 베드퍼드셔(Bedfordshire)에 건설하는 1.2억 달러 규모의 사업이다. 공사기간은 2년으로 2022년 준공을 목표로 하고 있다.

 

10. 러시아 이르쿠츠크석유회사의 이르쿠츠크 에틸렌 및 폴리에틸렌 플랜트 프로젝트

▶Status:

-McDermott was awarded a large technology contract (Approx. U$ 200 Mill.) on 21/3/2019.

-McDermott’s contract includes basic engineering & licensing for ethylene plant, and detailed engineering & supply of six heaters.

-Toyo Engineering was awarded a contract for Engineering & Procurement for Polyethylene on 1/2/2019.

 

러시아의 이르쿠츠크석유회사(Irkutsk Oil Company)가 발주하는 이르쿠츠크 에틸렌플랜트 프로젝트에 대한 라이선싱 및 엔지니어링업무를 맥더모트(McDermott)가 지난 3월 21일 약 2억 달러에 수주했다. 맥더모트의 계약에는 연산 65만 톤의 에틸렌 플랜트에 대한 라이선스 및 기본설계 제공과 함께, 6기의 열분해 히터에 대한 상세설계와 기자재공급이 포함되어 있다. 이 프로젝트는 각각 연산 65만 톤의 에틸렌플랜트와 폴리에틸렌 플랜트를 러시아 연방 중동부에 있는 이르쿠츠크 주의 우스 쿠츠키(Ust-Kutsky) 지역에 건설하는 24.5억 달러 규모의 사업으로 2023년 완공을 목표로 하고 있다.
